First the hard way, then the easy way!

Addition of velcro tape
directly onto back of separately
constructed panel

Lay fuzzy side of velcro
onto garment, leave plastic
tape in place for now

panel will go

Now pin panel fabric onto
velcro channel and cut

Trim off excess fabric to leave
sticky gap for webbing layer

You now have a beautiful panel
